You are a member of the Committee on Environment and Natural Resources in the Parliament of Uganda who has been given a fixed amount of finances to allocate and make a choice on the policy to prioritize. 

• Option A: Renewable Energy Promotion Act: This would focus on improving access to alternative and efficient energy sources. It could include provisions for subsidies, incentives for renewable energy projects, infrastructure development, and support for technological innovation in the energy sector.
• Option B: Forest Conservation and Protection Act: This would focus on stringent enforcement measures to protect existing forests. It could include stricter penalties for illegal logging, increased funding for forest rangers, enhanced monitoring and surveillance technologies, and community engagement programs to protect forest areas.

For the purposes of this debate, carbon markets are where carbon credits, or carbon offsets are bought and sold. Businesses and individuals can buy carbon credits from organizations that engage in green activities that remove carbon from the environment [either directly e.g. by replanting trees, or indirectly by not polluting e.g. by conserving a rainforest rather than clearing it for development]. Buying carbon credits are a key part of businesses and national governments hitting their net zero targets.

Voluntary carbon markets operate on an opt-in platform, where entities keen to sell, purchase, finance or support a credit market at a specific price can do so, co-existing with other markets that have their own price point, carbon offset calculation formula, and other traits.

On orders from the government,NEMA recently demolished over 200 houses from Lubigi wetland. These evictions affected hundreds of people's livelihoods in a bid to fight against climate change.
